Therefore, most activities will serve eligible low-income households on a citywide basis, and the applicants will apply for assistance on a program-by-program basis. All of the PY 2026 proposed projects will serve low-income households citywide. Geographic Distribution Target Area Percentage of Funds CityWide 100 Low Income Census Tracts Table 8 - Geographic Distribution Rationale for the priorities for allocating investments geographically The City’s primary strategy for the 2023 to 2027 Consolidated Plan is to reduce the housing cost burden and creating suitable living environments. In making funding decisions, the City will continue to give priority to activities that: • Meet goals of the 2023-2027 Consolidated Plan; • Demonstrate a significance of need; • Serve eligible areas within Redwood City, especially targeting areas with high concentrations of poverty; • Are eligible projects or programs under HUD rules; and, • Create visual impacts in the neighborhoods, particularly if an infrastructure project. Discussion The City will provide programs and services identified in this Plan to households with the greatest need. The City has unspent prior year HOME funds from before the City joined the HOME Consortium that have been allocated towards projects identified in previous Action Plans. The HOME projects are: • 1304 Middlefield • Shores Landing Elevator Addition (MidPen) • 847 Woodside The City will provide an update on these projects in the CAPER.
