<br /> Annual Action Plan <br />2026 <br />51 <br />OMB Control No: 2506-0117 (exp. 09/30/2021) <br />implement this program. <br />• Updating the Planning Submittal Checklist with clearer objective submittal requirements to <br />streamline completeness and development review. <br />• Updating eTrakIt to allow online permit submittals and payment and to improve process <br />transparency. The updates went live on smaller project types at the end of 2025, and it is <br />anticipated that online submittal for residential project types will go live by summer of 2026. <br />• Developed local checklists for housing pursuant to State laws AB 2011 and SB 1123 <br />• Developed local forms for fee deferral pursuant to State law SB 937. See discussion below for <br />more information about the City’s Housing Element. <br />The City also has an Affordable Housing Ordinance, which requires all residential development to <br />provide 15-20% of the total units as affordable units for very low to moderate-income households or <br />pay a fee in-lieu of providing affordable units. Additionally, the City has an affordable housing impact fee <br />on all non-residential development to help mitigate the development’s impact on the need for <br />affordable housing. In order to respond to market challenges and incentivize developers with entitled <br />housing projects to pursue building permits, City Council approved the Affordable Housing Ordinance <br />Incentive Program on October 13, 2025, which makes certain residential projects eligible for a 25% <br />reduction in their Affordable Housing Ordinance requirements if they pull building permits by June 2027. <br />City staff anticipate this will move almost 800 units to construction by 2027, including 120 affordable <br />units. <br />Lastly, the City has drafted additional Zoning Ordinance and Municipal Code amendments addressing <br />various programs intended to streamline processes and update development standards to mitigate <br />constraints for the development of missing middle housing and housing on small lots. City staff <br />anticipate bringing these proposed amendments to the Planning Commission and City Council for <br />consideration in Spring/Summer 2026. <br />Discussion: <br />The 2023-2031 Housing Element contains extensive analysis on housing needs, constraints to housing <br />production, fair housing assessments, housing resources, public engagement, previous accomplishments <br />and future goals, policies, and programs. Goals of the new housing element include areas or barriers the <br />City could address are: <br />• Increase the capacity for new housing throughout the City. <br />o Considering rezoning commercial areas for mixed use, <br />o Increasing densities and building heights, and <br />o Amending zoning ordinances to increase ability for middle housing <br />• Preserve and produce affordable housing. <br />o Pursuing the Anti-Displacement Strategy which includes recommendations for <br />ATTY/RESO.0019/CC RESO 2026 ANNUAL ACTION PLAN (CDBG) - EXHIBIT A <br />REV: 05-01-26 LF <br /> <br />Page 51 of 107
