<br /> <br /> <br /> <br /> <br /> <br />CITY OF REDWOOD CITY <br />NOTICE OF PUBLIC HEARING <br />HOUSING AND HUMAN CONCERNS COMMITTEE <br />2026 ACTION PLAN OF THE 2023-2027 CONSOLIDATED PLAN <br /> <br />The Annual Action Plan (Action Plan) is a federal prerequisite for receiving Community Development Block <br />Grant (CDBG) entitlement funds from the U.S. Department of Housing and Urban Development (HUD). The <br />Action Plan is one of three components of a Five-Year Consolidated Plan (Con Plan): 1) a community profile <br />and market needs analysis that describes the needs of the community’s low income and minority residents; 2) <br />a five-year strategic plan that identifies quantitative performance outcomes the City will achieve using federal <br />funding to meet the community needs; and 3) a one-year Action Plan for each of the five years that identifies <br />how funds will be used annually to meet the quantitative goals. More information on the CDBG program can <br />be found at www.redwoodcity.org/cdbg-home. <br /> <br />The City has not yet received its CDBG allocation from HUD for Program Year (PY) 2026 (July 1, 2026 to June <br />30, 2027). Based on the City’s PY 2025 allocation, the City anticipates receiving $654,563 in CDBG plus an <br />estimated $15,000 in CDBG program income, and $59,077 in unspent prior year CDBG funds. The Housing and <br />Human Concerns Committee (HHCC) will be holding a public hearing to make funding recommendations for PY <br />2026 and those recommendations will be forwarded to the City Council for their final approval. The HHCC’s <br />funding recommendations will be incorporated into the draft PY 2026 Annual Action Plan, the fourth year of <br />the City’s Consolidated Plan for 2023-2027. <br /> <br />The public is invited to attend the Housing and Human Concerns Committee Public Hearing to make <br />comments. Members of the public may provide comment in-person at Council Chambers, City Hall, 1017 <br />Middlefield Road, Redwood City, CA, virtually via Zoom, or in writing. Written comments should be sent to City <br />of Redwood City at 1017 Middlefield Road, Redwood City, California 94063, Attention: Housing Division or <br />emailed to housingrwc@redwoodcity.org.
