Other Documents <br />Community Participation Plan <br />Reasonable Accommodations Policy <br />Housing Loan Subordination Policy <br />HOME Investment Partnership (HOME)- American Rescue Plan (ARP) <br />Through the ARP Act of 2021 and the U.S. Department of Housing and Urban Development, the City received a one- <br />time allocation of HOME-ARP funding, in the amount of $1,194,369. These funds are intended to address the need for <br />housing and supportive services to the City’s homeless population. HOME-ARP funding must primarily benefit <br />qualifying individuals and families who are homeless, at-risk of homelessness, or other vulnerable populations. <br />HOME-ARP Allocation Plan <br />Permanent Local Housing Allocation (PLHA) <br />The Building Homes and Job Act (Senate Bill 2) was enacted in 2017 and created a permanent source of funding for <br />affordable housing in the State of California. Revenue is generated through recording fees on real estate transactions <br />and therefore will fluctuate year to year depending upon activity. Each year, the City will receive an allocation based on <br />the revenues generated in the prior year.
