CITY OF REDWOOD CITY
NOTICE OF PUBLIC HEARING AND INVITATION FOR PUBLIC COMMENT ON THE
PROGRAM YEAR 2026 ANNUAL ACTION PLAN

The Annual Action Plan (Action Plan) is a federal prerequisite for receiving Community Development Block Grant (CDBG)
entitlement funds from the U.S. Department of Housing and Urban Development (HUD). The Action Plan is one of three
components of a Five-Year Consolidated Plan (Con Plan): 1) a community profile and market needs analysis that
describes the needs of the community’s low income and minority residents; 2) a five -year strategic plan that identifies
quantitative performance outcomes the City will achieve using federal funding to meet the community needs; and 3) a
one-year Action Plan for each of the five years that identifies how funds will be used annually to meet the quantitative
goals. The recommendations for Program Year (PY) 2026 (July 1, 2026, to June 30, 2027) constitute the Action Plan for
the fourth year of the City's Consolidated Plan for 2023-2027. More information on the CDBG program can be found at
www.redwoodcity.org/cdbg-home.

The City intends to submit its PY 2026 Action Plan to HUD which provides a detailed description of activities proposed
for funding that target federal resources to affordable housing, fair housing services, comprehensive services that help
to reduce poverty and homelessness, economic development assistance for micro-enterprises, and public and
community facilities and infrastructure improvements.

The City will receive $643,540 in CDBG plus an estimated $15,000 in CDBG program income, and $119,099 in unspent
prior year CDBG funds. The Housing and Human Concerns Committee (HHCC) held a public hearing on March 24, 2026,
to make funding recommendations for PY 2026 and approve a funding contingency plan since HUD had not yet
announced funding allocations at the time of the meeting.

The Action Plan is available for public review on the City’s website at: www.redwoodcity.org/cdbg-home or a hard copy
may be requested by calling 650-780-7229 or TDD 650-780-0129 or emailing housingrwc@redwoodcity.org.
