1 <br />CITY OF REDWOOD CITY <br />EXECUTIVE SUMMARY <br />PROGRAM YEAR 2026 ANNUAL ACTION PLAN <br />CONSOLIDATED PLAN OBJECTIVES, PRIORITIES & PROPOSED USE OF FUNDS <br />The City of Redwood City’s Program Year (PY) 2026 Annual Action Plan demonstrates a relationship <br />between the 2023-2027 Consolidated Plan priorities, and the activities recommended for funding <br />during the first year of the five-year Plan. The major theme of the Consolidated Plan is “housing <br />production, supporting persons experiencing homelessness, and basic human needs”. The proposed <br />activities to be undertaken with Community Development Block Grant (CDBG) funds reflect the City’s <br />strategy to target funds to programs that integrate a continuum of activities ranging from homeless <br />assistance to economic development and the preservation and production of affordable housing. The <br />target group to be assisted is households with incomes at or below 80% of the area median income for <br />San Mateo County. All activities proposed for funding meet one or more of the City’s Consolidated Plan <br />priorities. The City has identified a number of programs that will be delivered under each priority. <br />Redwood City will receive a CDBG allocation of $643,540. In addition to the new funding allocation, <br />Redwood City will have an estimated $134,099 in CDBG program income/prior year funds. The City, in <br />partnership with non-profit organizations and County agencies, will undertake numerous programs and <br />activities to meet the six identified priorities of the Consolidated Plan and Annual Action Plan. <br />The timeline for completion of these projects and programs and use of funds is July 1, 2026, to June <br />30, 2027. <br />Note: PY 2026 will be the City’s first year as a member of the County of San Mateo HOME <br />Consortium. HOME funds will no longer be included as a part of the City’s Action Plan. <br />8.B. - Page 116 of 123 <br />459
