3 <br /> <br />Alta Housing will be providing both property management and residents services for the property and will <br />have one full-time resident services coordinator. Programming will entail after school homework help for <br />our youth, tutoring, other educational programs, health & wellness classes, nutrition classes, adult literacy <br />and ESL classes, computer classes, financial literacy, senior wellness services, fitness programming, job <br />training/resume help, referrals and connections to community resources, community building events <br />including holiday events, movie nights, BINGO nights, and other opportunities to engage with residents <br />and build community. <br /> <br />To support approximately 24 supportive units, including 19 units for adults with intellectual and <br />developmental disabilities (IDD) and five (5) IDD units for homeless adults with intellectual and <br />developmental disabilities, Rise City Apartments has a Memorandum of Understanding (MOU) with <br />Housing Choice Coalition (HCC). HCC will be providing an onsite Resident Coordinator at 0.55 FTE and <br />Program Manager at .08 FTE for case management of the 19 IDD units. The total supportive services <br />annual costs for the 18 IDD and 5 IDD/ Homeless units will be $57,146 and will be paid by the Golden Gate <br />Regional Center. <br /> <br />The approximately five (5) IDD units designated for homeless/at-risk residents will be subject to the <br />County’s homeless preference; however, the City will seek to have its local preference be applied, to the <br />extent possible. These units will be County-linked and will be filled with referrals from Housing Authority <br />of the County of San Mateo (HACSM) and supported by more intensive supportive services. <br /> <br />Assessment of Developer Capacity: <br />Sand Hill Property (SHP) Company was founded in 1988 by Peter and Susanna Pau, specializing in the <br />Silicon Valley real estate market. SHP Christian Foundation (SHPCF) was formed in August 2000 as well as <br />its nonprofit arm which does the company’s mission-oriented work, including affordable housing. SHPCF <br />completed a hotel conversion in Palo Alto to income-restricted affordable housing (Hotel California, since <br />2014), is currently rehabilitating and deed-restricting an apartment complex in Daly City to deed-restricted <br />affordable housing, and helping fund and build emergency housing in San Jose (Evans Lane and Lot E). <br /> <br />SHP has developed projects of all types including shopping centers, offices, hotels, and mixed -use <br />communities with housing. Some of SHP’s current notable projects include: the Vallco Mall <br />redevelopment in Cupertino which includes over 2400 housing units that were approved through state <br />streamlining (50% will be deed-restricted affordable housing), Quito Village in Saratoga (app roved for 91 <br />townhomes including 9 for VLI), the El Paseo Center in San Jose (a mixed -use project with ~1000 units), <br />and several projects in East Palo Alto. SHP owns and operates over 1800 rent stabilized units in East Palo <br />Alto. <br /> <br />Moreover, SHP Foundation has also been preserving affordable housing, including a volunteer conversion <br />of a hotel in Palo Alto to income-restricted affordable housing (Hotel California, since 2014), currently <br />rehabilitating and deed-restricting an apartment complex in Daly City to deed-restricted affordable <br />housing, and helping fund and build emergency housing in San Jose (Evans Lane and Lot E). <br /> <br />Staff Capacity of Project Manager: Candice Gonzalez is the Chief Housing Officer and managing director <br />of Sand Hill Property. She oversees the company’s residential projects including mixed-use, mixed-income, <br />and 100% affordable housing. Prior to joining SHP in 2018, Candice was the CEO of Palo Alto Housing <br />Corporation for over 10 years, a nonprofit affordable housing developer, builder, and manager. Through <br />Palo Alto Housing (now Alta Housing), Candice oversaw all affordable housing projects from acquisition <br />to financing to lease-up.
