MidPen Resident Services Corporation (“MidPen Services”), a 501(c)(3) non-profit organization affiliate of <br />MidPen Housing Corporation (“MidPen”), provides extensive services to MidPen residents. MidPen <br />Resident Services will provide one full-time Case Manager, one part-time Case Manager and one full-time <br />Resident Services Coordinator for the property. <br /> <br />The Case Managers will play a vital role in engaging supportive unit residents and providing services to <br />help them maintain stable housing and achieve self-sufficiency. The case managers will also support <br />mental health stability by assisting supportive unit residents in developing goals that lead to behavioral <br />changes which reduce mental health symptoms and improve daily functioning. The case managers also <br />facilitate linkage to community resources and third party contracted partners as needed for residents. <br /> <br />The Resident Services Coordinator will lead in delivering and engaging partners to deliver educational, <br />health and wellness, and asset-building programming for all residents. The Resident Services Coordinator <br />will provide access to and deliver programs such as: after school program, summer program, academic <br />support and college readiness assistance, ELL and ESL programs, health and education workshops, food <br />security programs, nutrition and physical activity, financial stability and capability training, rental <br />assistance, and lease education. This position also leads outreach efforts and plans community <br />events/interactions which build trust and engagement. <br /> <br />The annual all-inclusive cost for MidPen Services at the Property will be $350,000, which will be funding <br />through the project’s operating income and a capitalized services reserve. The MidPen Services staffing <br />plan and budget may be adjusted prior to initial lease-up if third-party resident services are provided and <br />pending the referral plan for the supportive households. <br /> <br />Assessment of Developer Capacity: <br />MidPen is a 501(c)(3) non-profit developer, owner, and manager of affordable housing since 1970. They <br />are a corporation that employs over 600 people to develop and maintain its growing project portfolio of <br />over 139 communities. Their mission is to provide safe, affordable housing of high quality to those in need, <br />to establish stability and opportunity in the lives of residents, and to foster diverse communities that allow <br />people from all ethnic, social, and economic backgrounds to live in dignity, harmony, and mutual respect. <br /> <br />MidPen works with a variety of public and private stakeholders and partners in every affordable housing <br />community that it develops. They work with the city and county partners at every stage of the project <br />lifecycle and work collaboratively in securing available project-based vouchers for projects in <br />predevelopment. An example is Shores Landing at 1000 Twin Dolphin Drive in Redwood City. It has 95 <br />affordable homes for seniors, some of whom experience homelessness, or at risk of being homeless, and <br />medically frail and enrolled in the County’s Community Care Settings program. MidPen is currently <br />working closely with the City and the County in obtaining HOME funds to rehabilitate the development <br />and add an additional elevator. Another example is Arroyo Green at 707 Bradford Street, 117 affordable <br />units for seniors with a ground floor childcare center. This development was completed in 2021 and <br />funded by City, County of San Mateo, and federal tax credits. <br /> <br />MidPen continues to work with various financial partners including the State, private banks, and <br />philanthropic organizations. They are adept at keeping informed of local, State, and Federal policies, <br />priorities, and budgetary changes that impact the afford able housing finance landscape. Almost all their <br />developments are financed with a combination of local, state, federal, and/or private financing. For <br />example, in 2024, MidPen closed construction financing on Oak Gardens, a 62-unit affordable housing <br />community located in Menlo Park and serving veteran households who are homeless or at risk of <br />9.A. - Page 31 of 37 <br />497
