Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />BACKGROUND <br />Redwood City’s (City) Fleet Replacement Program provides a structure for evaluating vehicles and <br />equipment to replace them at the most economically advantageous point in their life cycle. At pre- <br />designated intervals, vehicles and equipment undergo a thorough evaluation, including but not limited to <br />age, mileage, condition, maintenance history, downtime, anticipated future repairs, usage, and vehicle <br />capabilities. This program also assists user departments in evaluating their fleet asset deployment <br />strategies to maximize operational efficiency. <br />The Wastewater Division (Division) of the Public Works Services Department performs routine <br />maintenance and repairs on the City’s sewer collection system. Maintenance and repair activities <br />primarily consist of sewer main line cleaning, exercising system valves, hydro excavating for repairs to <br />sewer mains and laterals, and maintaining pump stations. In carrying out these duties, staff often use <br />heavy equipment such as combination sewer cleaners, backhoes, and rodder trucks. <br />The Division currently has a 2016 Vac-Con combination sewer cleaner that has reached the end of its life <br />cycle and requires replacement. When researching new equipment, staff continuously seeks ways to <br />embrace new technologies that will reduce the City’s carbon footprint while allowing the City to continue <br />providing high-quality services to the community. In its research, staff learned there are no electric or <br />alternative fuel-powered vehicles with the required dual-engine functionality available in the desired <br />vehicle class to meet operational demands. <br />ANALYSIS <br />Section 2.67.1(B) of Article VII in Chapter 2 of the City’s Municipal Code authorizes cooperative purchasing <br />through programs, contracts, bid award lists, or schedules created or administered by public agencies to <br />secure the best product or service at the lowest possible price. <br />Sourcewell is a local government unit, public corporation, and public agency under Minnesota’s laws. As <br />a service cooperative, Sourcewell is used by organizations throughout the public sector to streamline <br />procurement processes and promote efficiency. <br />Vac-Con, Inc., the manufacturer of the desired combination sewer cleaner, has an active agreement listed <br />through Sourcewell available to public agencies seeking to purchase equipment at discounted prices. The <br />agreement is valid through November 2026 and Sourcewell’s website hosts all documents related to the <br />procurement process and resulting agreement. <br />Municipal Maintenance Equipment, Inc., Vac-Con’s local authorized dealer, has obtained approval to <br />extend the Sourcewell pricing to the City and to facilitate ordering and delivery of the equipment. <br />Leveraging the Sourcewell pricing will ensure the City receives the lowest possible price for the equipment <br />best suited to meet the department’s needs. <br />Pursuant to the authority under Section 2.67.1 (B) for cooperative purchasing, staff recommends approval <br />and authorization for the City Manager to execute a Purchase Agreement to purchase one (1) Vac-Con <br />7.D. - Page 2 of 15 <br />89
