REV: 04-28-26 VR <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />Consultant shall provide any state required relocation and replacement unit obligations, <br />such as SB 330, as well as relocation requirements under local City ordinance. This <br />includes the following: <br />Provide relocation project management services, as directed by the City. <br />Act as the primary contact for relocation activities, as directed by the City. <br />Provide individually tailored relocation services including but not limited to <br />preparing and issuing notices, fielding questions, conducting eligibility <br />assessments, determining the specific amount of relocation payments, and <br />assisting with the distribution and documentation of relocation payments. <br />Eligibility assessments will involve collecting and reviewing relocation assistance <br />applications and verifying documentation to determine eligibility. This will include <br />income and “special circumstances” eligibility (e.g., household members that are <br />seniors, minor children, disabled or have lived in the unit more than 5 years) <br />determinations and notifying applicants of their approval or denial. <br />Assist the City with the appeals process for any denial of relocation assistance <br />applications. <br />Maintain accurate and adequate documentation of relocation services provided in <br />addition to written documentation on household size and composition, number of <br />bedrooms in dwelling unit, gross household income, current rent, and special <br />accommodations related to relocation. <br />In coordination with the City, ensure Right of First Refusal is being offered to <br />qualified occupants. <br />Coordinate language interpretation and translation services, as needed. <br />Knowledge of local, state, and federal relocation laws and best practices. <br />Any other relocation-related services, as directed by the City. <br />Each Task Order shall include a scope of work for each individual project and a list of <br />required tasks, time frame for deliverables and cost including hourly rates. Before issuing <br />the Task Order a draft scope of work shall be sent to the Consultant with a deadline for <br />response. In the response, the Consultant will include the staff resources they can commit <br />to the project, estimated timeline and detailed cost for provision of services. <br />The City will evaluate that proposal, and, if it chooses, accept the proposal and initiate <br />work by issuing a Task Order. <br />OPC 2025 RATES AND TERMS <br />Management & Implementation <br />Principal/Broker in Charge $300.00 <br />ATTY/AGR.2025.277/OPC Properties, Inc., a GFT Company (Page 11 of 14)
