__________________________________________________________________________________________________ <br />JOINT CITY COUNCIL/SUCCESSOR AGENCY BOARD/ February 23, 2026 <br />PUBLIC FINANCING AUTHORITY MEETING MINUTES PAGE 4 <br /> <br /> MINUTE BOOK NO. 70 <br /> <br />Recommendation: <br />Adopt a Resolution of Necessity finding that the public interest, convenience and <br />necessity require the acquisition of certain property interests for the public project (US <br />Highway 101/State Route 84 (Woodside Road) Interchange Improvement Project), <br />authorizing the acquisition thereof, and directing the City Attorney to file eminent <br />domain proceedings to acquire portions of the property driveway and access located <br />between 1185 Broadway and 1101 Broadway (APN: Not assessed ); the "Rinker <br />Development Corporation Property", commonly known as Rinker driveway. <br /> <br />CEQA: <br />On December 16, 2016, Caltrans approved an Initial Study with Negative <br />Declaration/Environmental Assessment (ND/EA) for the United States Highway <br />101/State Route 84 (Woodside Road) Interchange Improvement Project (SCH No. <br />2016042024). The ND/EA analyzed the environmental impacts of the Project in <br />compliance with the California Environmental Quality Act (CEQA) and National <br />Environmental Policy Act (NEPA). Adoption of the Resolutions of Necessity will not result <br />in any direct or indirect physical impacts and does not constitute a substantial change to <br />the Project such that revisions to the previously approved ND/EA are required. Further, <br />no changes to the Project or its circumstances have occurred, nor has new information <br />become available that would require additional environmental review. <br /> <br />Motion and second, Gee and Howard, to adopt a Resolution of Necessity finding that <br />the public interest, convenience and necessity require the acquisition of certain <br />property interests for the public project (US Highway 101/State Route 84 (Woodside <br />Road) Interchange Improvement Project), authorizing the acquisition thereof, and <br />directing the City Attorney to file eminent domain proceedings to acquire portions of <br />the property driveway and access located between 1185 Broadway and 1101 <br />Broadway (APN: Not assessed ); the "Rinker Development Corporation Property", <br />commonly known as Rinker driveway, passed unanimously by electronic vote. <br /> <br />9.
