STAFF REPORTS <br /> <br /> 9.A. Annual Military Equipment Use Report review, renewal of Military Equipment <br />Ordinance, and amendment of agreement with Axon Enterprise, Inc. (Axon) providing <br />for unmanned aerial systems (UAS) (commonly referred to as drones), body-worn <br />cameras (BWC), and related technology systems not classified as military equipment <br /> (706) <br /> <br />Chief of Police Kristina Bell introduced the item, and Lieutenant Jesse Castro and <br />Sergeant Jeff Boyce gave the presentation. <br /> <br />The following members of the public provided comments: <br />• Ernie Schmidt <br />• Clara Jaeckel <br /> <br />Recommendation: <br />It is recommended that the City Council: <br />1. Review the Annual Military Equipment Use Report for 2025; <br />2. Waive the first reading and introduce the ordinance readopting the Military <br />Equipment Use Policy; and <br />3. Contingent upon adoption of the Military Equipment Use Policy, approve and <br />authorize the City Manager to execute a five-year First Amendment to the Purchase <br />Agreement for Goods, Commodities, and Services with Axon, in an amount not to exceed <br />$3,700,000 over the five-year term, for a revised total contract amount not to exceed <br />$5,919,329, to provide a comprehensive hardware and service package that modernizes <br />and better integrates Department technologies, including replacement and maintenance <br />of BWC, unlimited digital evidence storage and management through Evidence.com, <br />expansion of the Department’s UAS program, implementation of a real-time information <br />platform (Fusus Pro+), and deployment of airspace monitoring and drone detection <br />infrastructure. <br /> <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />
