_____________________________________________________________________________________________ <br />SPECIAL CITY COUNCIL MEETING MAY 4, 2026 <br /> PAGE 2 <br /> <br /> <br /> MINUTE BOOK NO. 70 <br />There was no public comment. <br /> <br />Recommendation: <br />As recommended by the Ad Hoc for Special Events, waive the first reading and <br />introduce an ordinance amending Redwood City Municipal Code Chapter 33B to <br />establish an Entertainment Zone on the 2000 block of Broadway and the cross-section <br />of Redwood Creek between Broadway and the Main Street Parking Lot (Broadway <br />Pedestrian Mall) consistent with Senate Bill 969 as codified in California Business and <br />Professions Code Section 25692 and miscellaneous related changes. <br /> <br />CEQA: <br />Categorically Exempt - Class 4. Minor alterations to land <br /> <br />Motion and second, Sturken and Chu, to waive the first reading and introduce an <br />ordinance amending Redwood City Municipal Code Chapter 33B to establish an <br />Entertainment Zone on the 2000 block of Broadway and the cross-section of <br />Redwood Creek between Broadway and the Main Street Parking Lot (Broadway <br />Pedestrian Mall) consistent with Senate Bill 969 as codified in California Business and <br />Professions Code Section 25692 and miscellaneous related changes. <br />The motion passed 5-0-2 by electronic vote, with Vice Mayor Eakin and Council <br />Member Howard absent. <br /> <br /> 6. PUBLIC HEARINGS <br /> <br /> 6.A. Hearing on an appeal of a February 25, 2026 Administrative Citation (as amended on <br />March 24, 2026) for unpermitted construction of a garage addition at 2455 Carson <br />Street, Redwood City, CA (the “Property”) (603) <br /> <br />Special Counsel Edward Low with Jarvis Fay LLP reported on the tentative agreement <br />between the city and the appellant. <br /> <br />Mayor Martínez Saballos opened the public hearing. <br /> <br />There was no public comment. <br /> <br />Recommendation: <br />1. Hold a hearing and consider the owner’s appeal of Administrative Citation CE19-0399; <br />and <br />2. By motion, deny the owners’ appeal and uphold the February 25, 2026, Administrative <br />Citation (as amended on March 24, 2026). <br /> <br />CEQA:
