_____________________________________________________________________________________________ <br />JOINT CITY COUNCIL/SUCCESSOR AGENCY BOARD/ May 11, 2026 <br />PUBLIC FINANCE AUTHORITY MEETING MINUTES PAGE 8 <br /> <br /> <br /> MINUTE BOOK NO. 70 <br />• Michael Arruza <br />• Dylan Finch <br /> <br />Recommendation: <br />By motion, direct staff to follow the proper Surplus Land Act procedure for the <br />Downtown Library Parking Lot B (1016 Middlefield Road) and prepare a request for <br />proposals (RFP) to solicit redevelopment proposals from qualified developers for further <br />evaluation, including a potential mixed-use project with affordable housing, limited <br />office space for City use, and preservation of public parking. <br /> <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br /> <br />Motion and second, Sturken and Howard to extend the meeting to 11:15 p.m., passed <br />6-1 by electronic vote, with Padilla opposed. <br /> <br />Motion and second, Gee and Howard, to direct staff to develop a process of community <br />engagement outreach and Council priority setting for parcel development which will <br />lead into the surplus land act action and an RFP for affordable housing non-profit <br />developers.
