ATTY/AGR.2026.103/San Mateo County Transportation Authority (Community Vanpool Program) (Page 1 of 18) <br /> <br />San Mateo County Transportation Authority/City of Redwood City/Manzanita Works <br />Community Vanpool Program <br />1 <br />REV: 04-13-26 VR 22538717.2 <br />FUNDING AGREEMENT <br /> <br />SAN MATEO COUNTY TRANSPORTATION AUTHORITY MEASURE W FUNDS <br />TRANSPORTATION DEMAND MANAGEMENT PROGRAM FUNDS <br /> <br />COMMUNITY VANPOOL PROGRAM <br /> <br /> <br />This Funding Agreement (Agreement) is made __________________ (Execution Date) by and <br />between the San Mateo County Transportation Authority (SMCTA), the City of Redwood City <br />(City) and Manzanita Works, Inc. (Non-Profit), each of which is referred to herein individually as <br />“Party” and jointly as “Parties.” <br />RECITALS <br />WHEREAS, on June 7, 1988, the voters of San Mateo County approved a ballot measure to <br />allow the collection and distribution by the SMCTA of a half-cent sales tax in San Mateo County <br />for 20 years with the tax revenues to be used for highway and transit improvements pursuant to <br />the Transportation Expenditure Plan presented to the voters (Original Measure A); and <br /> <br />WHEREAS, on November 2, 2004, the voters of San Mateo County approved the continuation <br />of the collection and distribution by the SMCTA of the half-cent sales tax for an additional 25 <br />years to implement the 2004 Transportation Expenditure Plan beginning January 1, 2009 (New <br />Measure A) which dedicates one percent to an Alternative Congestion Relief (ACR) program; <br />and <br /> <br />WHEREAS, on November 6, 2018, the voters of San Mateo County approved the San Mateo <br />County Transit District's (District) ballot measure known as “Measure W” to allow the collection <br />and distribution of a half-cent transactions and use tax for 30 years, with the tax revenues to be <br />used by the SMCTA and the District to fund investment for transportation and public transit in <br />accordance with the San Mateo County Congestion Relief Plan beginning July 1, 2019, which <br />dedicates 22.5% to the Countywide Highway Congestion program that includes funding for <br />Transportation Demand Management (TDM) projects which provide congestion relief or deploy <br />advanced technology; and <br /> <br />WHEREAS, the SMCTA adopted its Strategic Plan 2025-2029 on December 5, 2024, pursuant <br />to Resolution No. 2024-22, to update and address the requirements of Measures A and W, <br />including the continuation of dedicating four percent of the Measure W Countywide Highway <br />Congestion program funds to TDM projects; provides a policy framework for the <br />implementation of the New Measure A and Measure W programs, which were originally <br />established with extensive stakeholder engagement following the adoption of the original <br />ACR/TDM Plan on January 6, 2022, pursuant to Resolution No. 2022-3, and simplified the name <br />of the ACR/TDM Program to be “TDM Program”; and <br /> <br />WHEREAS, on June 5, 2025, the SMCTA issued a call for projects for the Cycle 3 TDM <br />Program; and
