ATTY/RESO.0039/CC RESO INITIATING A GENERAL VACATION PROCEEDING (SPRING STREET) <br />REV: 06-16-26 VR <br />Page 2 of 3 <br />WHEREAS, pursuant to the CSHC Section 8320, the City Council hereby declares <br />its intention to vacate the public street being a portion of Spring Street as described in <br />Exhibit 1, attached hereto and incorporated by reference, and hereinafter referred to as <br />the “Spring Street Segment”; and <br /> <br />WHEREAS, on June 22, 2026, the City Council considered the initiation of the <br />process for the general vacation of the Spring Street Segment, by setting a time and place <br />for public hearing on the vacation and directing the City Clerk to provide, publish, and <br />post all required notices. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />REDWOOD CITY AS FOLLOWS: <br /> <br />Section 1. The recitals set forth above are true and correct, and are hereby <br />incorporated herein by this reference as if fully set forth in their entirety. <br /> <br />Section 2. CEQA Findings: The City Council has considered the environmental <br />review previously prepared and certified, including the Final Environmental Impact Report <br />for the Downtown Precise Plan, certified on January 24, 2011 (State Clearinghouse No. <br />2006052027), and the Final Subsequent Environmental Impact Report for the Downtown <br />Precise Plan Plan-Wide Amendments, certified on June 26, 2023 (State Clearinghouse <br />No. 2021090249). The City Council has also considered its prior CEQA determination for <br />the Project, including Resolution No. 16254, adopted on October 28, 2024, by which the <br />City Council reviewed and approved a CEQA Consistency Checklist for the Project and <br />determined that the Project, including the proposed vacation and sale of City property, <br />was within the scope of the previously certified environmental review for the Downtown <br />Precise Plan and its Amendments and was consistent with Public Resources Code <br />section 21083.3 and CEQA Guidelines sections 15168 and 15183. <br /> <br />The action before the City Council is a resolution initiating the statutory process for <br />considering the general vacation of the Spring Street Segment and sets a noticed public <br />hearing on the proposed vacation. The proposed vacation is a component of the <br />previously approved and analyzed Project. The City Council finds that this action does <br />not involve substantial changes to the Project, substantial changes with respect to the <br />circumstances under which the Project will be undertaken, or new information of <br />substantial importance that would require subsequent or supplemental environmental <br />review. Accordingly, no further environmental review is required for this resolution of <br />intention. <br /> <br />Section 3. The City Council declares its intention to initiate the process for <br />vacating the portion of the Spring Street Segment, pursuant to CSHC Section 8320, <br />subject to those terms and conditions set forth in the vacation resolution, on the basis that <br />the Spring Street Segment is unnecessary for present or prospective public purposes. <br /> <br />Section 4. The City Council hereby sets for public hearing on the proposed <br />vacation of the Spring Street Segment for July 27, 2026, at 6:00 p.m., or as soon as
