Maintain water waste reporting portals, which may include a hotline, email <br />address, and/or smart phone application <br />ii. Conduct public education; <br />iii. Implement a water conservation outreach program; <br />iv. Conduct coordination with BAWSCA and SFPUC; <br />v. Audit and reduce system water loss; <br />vi. Cut back flushing of water distribution mains for water quality purpose; <br />vii. Implement Water Allocation Program Stage 1 for irrigation customers with <br />moderate water rate incentives and/or penalties for exceeding <br />allocation/budget. <br />The following actions are prohibited during a declared Stage 1, water shortage. <br /> <br />A. Prohibit vehicle washing with a hose without a shut-off nozzle; <br />B. Prohibit use of potable water through broken or defective plumbing and <br />irrigation systems; <br />C. Potable water shall not be used to water outdoor landscapes in a manner that <br />causes runoff onto non-irrigated areas, walkways, or other hard surfaces; <br />D. Potable water cannot be applied to outdoor landscapes during and within (24) <br />hours after measurable rainfall; <br />E. Potable water shall not be applied in any manner to any driveway or sidewalk, <br />except when necessary to address immediate health or safety concerns; <br />F. Use only re-circulated or recycled water to operate ornamental fountains; <br />G. Irrigation with potable water outside of newly constructed homes and buildings <br />not delivered by drip or microspray is prohibited; <br />H. Water use shall not exceed Stage 1 water budgets for irrigation customers. <br />3.2 STAGE 2 WATER SHORTAGE <br />A Stage 2 water shortage exists when the City Council declares that a water supply <br />shortage exists and a demand reduction of up to twenty (20) percent is necessary to <br />appropriately respond to existing supply conditions. Upon declaration of a Stage 2 <br />water shortage by the City Council, the Director shall instruct staff to: <br /> <br />i. Continue with actions and measures from Stage 1 except where superseded by <br />more stringent requirements; <br />ii. Expand public outreach venues including news, social media, websites, emails, <br />banners, community events, paid advertising, notifications via customer app and <br />paper mail, signs, and door hangers; <br />iii. Accelerate water conservation program implementation; <br />iv. Office water use audits to high water users; <br />v. Implement Water Allocation Program Stage 2 for irrigation customers with <br />moderate water rate incentives and/or penalties for exceeding allocation/budget;
