The annual Water Supply Development Report shall be based on water purchase <br />projections and work plans prepared by the SFPUC for the Retail Customers and by BAWSCA <br />for the Wholesale Customers, respectively, and submitted to the Commission in June of each <br />year beginning in 2010. <br />C. If the Commission finds that the projections in the Water Supply Development <br />Report show that (1) the Interim Supply Limitation will not be met by June 30, 2018, as a result <br />of Wholesale Customers' projected use exceeding 184 MGD, or (2) the purchases of the <br />Wholesale Customers, including San Jose and Santa Clara, are projected to exceed 184 MGD <br />before June 30, 2028, the Commission may issue a conditional ten year notice of interruption or <br />reduction in supply of water to San Jose and Santa Clara. <br />D. Upon issuance of the conditional notice of interruption or reduction, the SFPUC <br />will prepare a new analysis of water supply that will be utilized by the San Francisco Planning <br />Department in its preparation of any necessary documentation under CEQA pursuant to Section <br />4.07 on the impacts of interrupting or reducing service to San Jose and Santa Clara. <br />E. Such notice of interruption or reduction will be rescinded if the Commission finds, <br />based upon a subsequent annual Water Supply Development Report, that (1) sufficient <br />progress has been made toward meeting the Interim Supply Limitation, or (2) projections show <br />that the projected purchases of the Wholesale Customers, including San Jose and Santa Clara, <br />will not exceed 184 MGD by June 30, 2028. <br />F. In no case shall any interruption or reduction of service to San Jose or Santa <br />Clara pursuant to this section become effective less than two years from the completion of the <br />CEQA process (not including resolution of any appeals or litigation) or ten years from the notice, <br />whichever is longer. If the ten year notice is issued after 2018, such interruption or reduction <br />would be effective after 2028. <br />G. If deliveries to San Jose and Santa Clara are interrupted, existing turnout <br />facilities to San Jose and Santa Clara will remain in place for possible use during emergencies. <br />H. San Francisco and the cities of San Jose and Santa Clara will cooperate with <br />BAWSCA and the Santa Clara Valley Water District in the identification and implementation of <br />additional water sources and conservation measures for the cities’ service areas that are
