REDWOOD CITY 9212 <br /> <br />Economic & Planning Systems, Inc. 5 Regulatory Context <br />than under current State law, both by expanding the number and types of units <br />subject to rent stabilization and by potentially affecting the continued availability <br />of vacancy decontrol. <br />Various studies on rent control in California suggest that over 30 cities in the <br />State currently have some form of a program, representing approximately seven <br />percent of the total cities and accounting for 22 percent of the state’s <br />population.7 As illustrated in Table 1, most of these cities tie rent caps to a <br />percentage change in the Consumer Price Index (CPI), similar to the approach in <br />the proposed Ordinance. A smaller number of cities cap rent at an annual <br />percentage increase, ranging from two to ten percent, regardless of the CPI. <br />Table 1.
