This is generally in line with <br />Concord and somewhat below higher-stability markets such as Hayward and <br />Richmond, where roughly 88–90% of renters remain in the same unit year over <br />year. <br />Mountain View, which has had rent control since 2017, consistently shows lower <br />renter stability rates (approximately 72–73%) relative to peer jurisdictions.
