Economic & Planning Systems, Inc.9 <br />RELOCATION ASSISTANCE - WHAT ARE POTENTIAL IMPACTS? <br />Increase in costs may discourage rehabilitation of occupied units <br />for some building types: <br />•Post-1995 market rate multi-family: Rehabilitation cost increases can be <br />mitigated over time with rent increase <br />•Pre-1995 market rate multi-family: More difficult to off-set with limits on rent <br />increases. Will disproportionately hurt 'mom & pop' owners with limited <br />reserves and buildings with more repair issues <br />•Single-family, condos, ADUs: Cost increases can be mitigated over time with <br />rent increase <br />•Affordable housing: Most operators already provide tenant relocation <br />expenses, but Proposed Ordinance may increase cost in some circumstances <br />•RHNA: Minimal impact since rehabilitation projects rarely count toward RHNA <br />
