Will disproportionately hurt 'mom & pop' owners with limited <br />reserves and buildings with more repair issues <br />•Single-family, condos, ADUs: Cost increases can be mitigated over time with <br />rent increase <br />•Affordable housing: Most operators already provide tenant relocation <br />expenses, but Proposed Ordinance may increase cost in some circumstances <br />•RHNA: Minimal impact since rehabilitation projects rarely count toward RHNA <br />
