Economic & Planning Systems, Inc.15 <br />Will likely impose significant financial burdens on most landlords of <br />pre-1995 buildings: <br />•Post-1995 market rate housing (including single-family, condos and ADUs): No <br />impact unless Costa Hawkins is amended or repealed <br />•Pre-1995 market rate multi-family: Potential long-term impact because <br />landlords can only increase rents to off-set costs when units are vacated (absent <br />a successful upward adjustment petition) <br />–And Proposed Ordinance rolls back rents to 2025 levels <br />•Affordable housing: Minimal impact because RUBS is not typically used <br />•RHNA: No impact unless Costa Hawkins is amended or repealed <br />•Other: Sustained increases in water demand and wastewater flows can increase <br />operations and long-term capital costs – putting pressure on rates for a <br />customers. <br />UTILITY COST PASS-THROUGH - WHAT ARE POTENTIAL IMPACTS?
