Learn why this isimportant <br />Dear City Council, <br />This letter expresses my opposition to the Redwood City proposed tenantprotections beyond the State level. They are too extreme and will disincentivizesmall housing providers from owning or new ones from investing in rental properties.A lot of existing rental property owners have negative cash flow (Expenses exceedRental Income) until over a long period of time they break even. New potentialInvestors will face this as well, but for a longer period. <br />Nearly 46% of rental housing units are small rental properties of 1-4 units. Over 70%of these are owned by individuals and managed by the same owners. These smallMom and Pops rely on this investment not only for current income, but also like a401K, for current or future retirement income. They are entitled to make a reasonableprofit for hard work to help them get there. If they don’t, properties will be sold, takenoff the rental market, limited new rentals added and money put into other moreprofitable investments. <br />Mom and Pops are already facing challenging maintenance costs. The average homein Redwood City was built in 1965. 48% of renter-occupied units are 55-95 years old.These units are increasingly in need of costly maintenance/replacements andexacerbated with high inflation rates and maintenance costs that continue to exceedthat. Costs are becoming very significant such as conversion from gas to electricappliances, energy efficient windows, roofs, plumbing, sewer pipes, foundations,fences, concrete/hardscape, furnaces, electrical wiring/panels, painting, insulationetc. added to property taxes and mortgage costs. The wild fire crisis in California iscausing rental property insurance costs to skyrocket for all areas statewide to makeup for high localized property loses. A city run regulatory program and rental registrycharging landlords will add to the expense burden of landlords. <br />It’s also going to be a hefty administrative burden upon landlords along with all theother State laws that require many pages of documentation. Some landlords may notcomply, unaware or forget. A field day for attorneys. If the number of rental laws gettoo onerous, landlords will become so overwhelmed with the administrative burdenthat they will sell and exit the rental market and potential newcomers will invest innon-real estate investments. Trying to enforce this will be very difficult for the city.Simple solutions to complicated problems never work. <br />Respectfully,
