If tenants no longer receive a <br />direct price signal for water and sewer usage, overall consumption may increase, <br />as suggested by the San Jose experience discussed above. For City-owned utility <br />systems, sustained increases in water demand and wastewater flows can increase <br />operating, maintenance, and long-term capital costs, including the need for <br />additional water supplies, treatment capacity, and infrastructure improvements. <br />Higher system costs are ultimately borne by the community's utility ratepayers. <br />Consequently, the elimination of RUBS for rent controlled units may have indirect <br />fiscal impacts that extend beyond affected landlords by increasing long-term <br />pressure on water and wastewater rates for all customers. <br />Table 11.
