ATTY/RESO.0045/CC RESO GENERAL ELECTION-INITIATIVE MEASURE (PROPOSED ORDINANCE) REV: 07-07-26 LF Page 2 of 4 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDWOOD CITY, AS FOLLOWS: SECTION 1. - Calling the Election and Request for Consolidation. Pursuant to California Elections Code Sections 1405, 9215, and 10403, the City Council hereby calls an election to be consolidated with the General Municipal Election and the Statewide General Election to be held on November 3, 2026, for the purpose of submitting the initiative measure described below and set forth in Exhibit A (attached hereto), to a vote of the qualified voters of the City of Redwood City, and hereby requests the Board of Supervisors of the County of San Mateo to consolidate this election with the General Municipal Election and the Statewide General Election on November 3, 2026. The consolidated election shall be held and conducted in the manner prescribed by Elections Code Section 10418. The City Council hereby authorizes the City Clerk to take any and all actions necessary to prepare for and conduct said elections consistent with all applicable laws. SECTION 2. - Request for Services and Conduct of Election. The Board of Supervisors of the County of San Mateo is hereby requested to permit the County Elections Official to render specified services to the City relating to the conduct of the election and is hereby authorized to canvass the returns of said municipal election, and said election shall be held in all respects as if there were only one election and only one form of ballot. The County shall certify the results of the canvass of the returns of said election, to the City Council which shall thereafter declare the results thereof. In all particulars not specified in this Resolution, the election shall be held and conducted as provided by law for holding municipal elections. Section 3. - Submission of Initiative Measure to the Voters. Pursuant to Elections Code Section 9215 the City Council hereby orders the initiative measure proposing to amend the Redwood City Code to be submitted to the qualified voters of the City of Redwood at the Statewide General Election on November 3, 2026. The full text of the initiative measure that shall be voted on is attached hereto as Exhibit A. SECTION 4. - Ballot Question. The City Council, pursuant to California Elections Code Sections 13119 and 10403, hereby orders that the abbreviated form of the initiative measure shall appear on the ballot as follows: Shall the measure repealing Redwood City Municipal Code Chapter 42 and replacing it with a new Chapter 42 that (1) limits rent increases on multifamily housing built before February 1, 1995; (2) expands just-cause eviction protections to most rental housing, including single-family homes, ADUs, and affordable housing; (3) requires new City administration estimated to cost $5 million to $11 million annually, funded by annual rental property owner fees; and (4) increases relocation assistance for no-fault evictions, be adopted? YES NO
