Furthermore, as <br />outlined in the GDAP Vision Framework, the City is already studying the possibility <br />of increasing allowable development density in portions of the SB 79 area. <br />o Given that current housing market conditions remain soft, few housing projects <br />are likely to utilize SB 79 provisions in the short term before the City adopts a TOD <br />Alternative Plan. <br />o A TOD Alternative Plan allows for the City to shape the policy goals of SB 79 to <br />respond to local context. <br />o The policy goals and geographic boundaries of SB 79 and the MTC TOC Policy are <br />aligned. Furthermore, the MTC TOC grant funding the City was awarded in 2025 <br />can support the development of local policies that comply with the requirements <br />of both SB 79 and the MTC TOC Policy. <br />Table 3 below provides a summary comparison of the primary SB 79 implementation approaches <br />described above.
