ATTY/ORD.0006/CC ORD ADOPT AMENDMENTS TO THE ZONING CODE – EXHIBIT A <br />REV: 07-08-26 MI <br />Page 35 of 103 <br />Administrator for a determination of the required number of spaces prior to the <br />commencement of the use or the obtaining of a building permit in connection <br />therewith. <br />b. Applications shall be filed and acted upon in the same manner as provided for in the <br />case of Use Permits. In the event the proposed use requires the obtaining of a Use <br />Permit, the Zoning Administrator shall determine the required number of bicycle <br />spaces in connection with the action on the Use Permit and no separate application <br />shall be required. If the Zoning Administrator determines that the proposed use is <br />similar to a use for which bicycle parking requirements are established by this article, <br />such requirements shall be applicable; otherwise, the Zoning Administrator shall <br />establish the parking requirements. <br />D. Features, Access, Location, and Protection. <br />1. Long-term Bicycle Facilities. <br />a. Long-term bicycle facilities shall be covered, lockable enclosures or bicycle rooms with <br />permanently anchored bicycle racks for bicycles; and/or a set of lockable, permanently <br />anchored bicycle lockers. Bicycle rooms provided for residential and office tenants <br />shall have outlets for e-bike charging. <br />b. Access to long-term bicycle parking facilities within a building shall be located on the <br />ground floor and shall have the following features: <br />i. Paved access from the bicycle parking facilities to an adjoining public right-of-way <br />or sidewalk/walkway. <br />ii. Direct access from bicycle parking facilities to the exterior paved access or, if <br />located off an internal building hallway, the hallway shall be at least five (5) feet <br />wide and no longer than fifty (50) feet in length. <br />iii. Bicycle parking facilities’ doors shall be equipped with a door with a push button <br />door opener and self-closing mechanism. If the bicycle parking facilities are located <br />off an internal building down a hallway, the external door to the external paved <br />access shall also have an automatic open and closing mechanism. <br />2. Short-term Bicycle Facilities. <br />a. Bicycle racks shall provide two points of contact to bicycle frames to be compatible <br />with U-locks and cable locks. Bicycle racks shall support bicycles in a stable upright <br />position so that a bicycle, if bumped, will not fall down. <br />b. Location. <br />i. When bicycle racks are required for short-term use, they shall be located within one <br />hundred (100) feet of the primary entrance of the building or site. <br />ii. If short-term bicycle facilities are installed on the public right-of-way, they shall be <br />located within the public sidewalk parallel to the curb and not more than 3 feet <br />from the curb (i.e. within the furniture zone). There shall be a minimum of 5 foot <br />clearance on sidewalks after the bike rack installation and between the rack and <br />the back of sidewalk to allow for pedestrian pathway. <br />8.B. - Page 57 of 212 <br />372
