Page 16 of 23 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />o GDAP – Although GDAP is still in development and the foundational concepts driving the <br />Plan require further community discussion and refinement, the Plan’s Vision Framework <br />presented to the community and decisionmakers between October 2025 and January <br />2026 reinforce the City’s long-term vision of focusing and increasing development growth <br />and intensity in and directly adjacent to Downtown, particularly near the Caltrain Station. <br />o Metropolitan Transportation Commission Transit Oriented Communities Policy – With <br />the support of City Council, the City secured grant funding in late 2025 from the <br />Metropolitan Transportation Commission (MTC) to study and propose minimum intensity <br />and density requirements for both commercial and residential uses within a 0.5 mile of <br />the Redwood City Caltrain station that are consistent with MTC’s Transit Oriented <br />Communities (TOC) Policy. This effort is currently in its early stages and is anticipated to <br />be presented to the Planning Commission and City Council for consideration in Spring <br />2027.5 <br />Mobility <br />As noted in the Background section and shown in Figure 5 of this staff report, the bicycle and pedestrian <br />network in and adjacent to the potential GDAP expansion area contains gaps which the City is currently <br />working to bridge via a series of planned projects described in Table 2. In order to ensure biking and <br />walking networks are connected and comfortable options for community members of all ages and <br />abilities, the City will need to continue to reduce network gaps. City staff support identifying resources to <br />close these gaps and potentially adding gap closure projects to the future CIP. A list of possible mobility <br />upgrades for the City Council to consider that could help close connectivity gaps in and adjacent to the <br />potential GDAP expansion area is included in Table 3. These projects, some of which are already identified <br />in the RWC Walk Bike Thrive Plan, could move forward independently from GDAP and, if planned for and <br />resourced by the City (e.g., through amendments to a future Transportation Impact Fee Project List and <br />funded through the CIP process), their design and implementation could begin before the GDAP effort is <br />concluded. <br />5 If the City does not meet the July 1, 2027, deadline for the MTC TOC policy adoption, then it will not be eligible for <br />funding through the MTC TOC Incentive Program.
