Definitions <br />Food Preparation <br />A use for the cooking, processing, packaging, and delivery of food products for <br />off-site consumption. Typical uses include but are not limited to commissary kitchens, <br />catering services and bakeries. Food preparation may be accessory to allowed restaurant <br />uses. This use does not include industrial-scale food processing and packaging plants. <br />Low Barrier Navigation Centers <br />A temporary shelter that provides services for individuals experiencing homelessness, <br />which is require to be approved through ministerial review. <br />Retail Sales – Second Hand Store <br />State law does not allow cities to prohibit second-hand stores or ‘thrift stores’.
