9. STAFF REPORTS <br />9.A. City Council consideration of an expansion (including potential <br /> boundary changes and the study of future land use changes <br /> in the expansion area generally bounded by Woodside Road, <br /> US 101, Douglas Avenue, Bay Road, Willow Street, and Spring Street) <br /> of the Greater Downtown Area Plan effort currently underway <br /> Recommendation: <br />1. Receive an update on the Greater Downtown Area Plan (GDAP) planning effort, including work <br />completed to date and the status of the current planning process; and <br /> 2. Direct City staff to either: <br /> a. Retain the existing plan area boundary for the GDAP effort and continue to implement the existing <br />project scope of work. <br /> b. Expand the plan area boundary for the GDAP effort, draft an amended scope of work and budget for <br />the project, and return to City Council for approval of the amended scope and budget, or; <br /> c. Pursue one or more strategic initiatives to: <br /> i. Select specific mobility projects for inclusion in an update to the Transportation Project List within <br /> a future CIP; <br /> i. Update the RWC Walk Bike Thrive Plan with recommendations from the GDAP effort; <br /> iii. Include the potential GDAP expansion area as a focus area in the upcoming Economic Vitality <br />Strategy, and/or; <br /> iv. Evaluate options for drafting a Community Plan for the area east of Woodside Road.
