Page 1 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />DATE: July 13, 2026 <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />SUBJECT <br />Amendment No. 1 to Agreement for Services with Government Finance Officers Association (GFOA) to <br />extend the term and increase compensation for continued Enterprise Resource Planning (ERP) assessment <br />and implementation assistance services <br />SUMMARY <br />Staff recommends approval of Amendment No. 1 to the Agreement for Services with the Government <br />Finance Officers Association (GFOA) to extend ERP advisory and support services through October 31, <br />2030, and increase the contract amount by $275,000, for a total not-to-exceed amount of $435,000. Since <br />implementation of the City’s Oracle ERP system in FY 2021-22, the City has continued stabilization and <br />operational improvement efforts. GFOA has provided specialized expertise in ERP assessment, <br />governance, workflow evaluation, and system improvement, while developing substantial institutional <br />knowledge of the City’s enterprise systems environment. The proposed amendment aligns GFOA’s <br />services with the City’s broader ERP stabilization and long-term planning efforts and will support future <br />ERP procurement, vendor evaluation, implementation advisory services, and post-project assessments. <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 1 to the Agreement for <br />Services with Government Finance Officers Association (GFOA) to extend the agreement term for an <br />additional three years, for a total contract term of November 1, 2024, through October 31, 2030, and <br />increase the compensation by $275,000 for continued assessment, implementation assistance, and <br />related Enterprise Resource Planning (ERP) support services, for a total contract amount not to exceed <br />$435,000. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />7.F. - Page 1 of 20 <br />79
