Page 1 of 6 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: July 13, 2026 <br />SUBJECT <br />Authorization of FY 2026-27 annual membership dues to ADU Resource Center of San Mateo County <br />SUMMARY <br />The ADU Resource Center is a regional nonprofit that provides technical assistance, design tools, and <br />policy support to help cities expand Accessory Dwelling Unit (ADU) production. Redwood City has <br />partnered with the Center since 2024 as part of its Housing Element strategy, and continued membership <br />is important for supporting residents and streamlining permitting. Because the Center offers specialized, <br />membership‑based services not suitable for competitive bidding, City Council approval is required. Its <br />resources, such as pre‑approved designs, homeowner outreach, and policy support, directly help the City <br />increase ADU production, reduce staff workload, and meet state‑mandated housing goals. <br />RECOMMENDATION <br />By motion, approve City’s membership with the ADU Resource Center of San Mateo County and authorize <br />the payment of FY 2026-27 annual membership dues in the amount of $40,100. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />BACKGROUND <br />The ADU Resource Center is a regional nonprofit organization that provides technical assistance, policy <br />support and outreach services to jurisdictions supporting Accessory Dwelling Unit (ADU) development. <br />The Center offers a unique combination of resources including housing design templates, homeowner <br />7.A. - Page 1 of 16 <br />8
