<br />Beyond the financial implications, the report raises important questions regarding implementation, <br />including: <br />• The ability of housing providers to complete timely repairs and rehabilitation projects <br />• Increased relocation obligations associated with capital improvements <br />• Tenant safety planning requirements during construction activities <br />• The treatment and recovery of utility and operating costs <br />• The long-term preservation and financial sustainability of Redwood City’s rental housing <br />inventory <br /> <br />These are not theoretical concerns. They directly affect whether housing providers can continue <br />investing in the maintenance, safety, and long-term viability of Redwood City’s rental housing stock. <br /> <br />Redwood City has made tremendous progress over the past two decades by fostering a balanced <br />approach to economic development, housing production, neighborhood investment, and public- <br />private collaboration. The City has become one of the Peninsula’s strongest examples of thoughtful <br />revitalization by intentional efforts to attract employers, expanding housing opportunities, and <br />creating vibrant neighborhoods that benefit residents across income levels. <br /> <br />Maintaining that momentum requires policies that encourage investment rather than discourage it. <br />Housing affordability will not be solved through regulation alone. Lasting affordability depends <br />upon increasing housing supply, preserving existing housing, streamlining development, <br />encouraging public-private partnerships, and ensuring that both market-rate and affordable <br />housing providers remain willing and able to invest in Redwood City. <br /> <br />We respectfully encourage the Council to carefully consider the findings of the supplemental report <br />and the unanticipated consequences of this initiative.
