Basis of Presentation, Accounting and Measurement Focus (Continued) <br /> <br />Proprietary Fund Financial Statements (Continued) <br /> <br />Sewer Utility Fund – This fund is used to account for the provision of sewer services to the residents of <br />Redwood City and some residents of areas adjacent to the City. All activities necessary to provide such services <br />are accounted for in these funds, including, but not limited to, administration, operations, maintenance, capital <br />improvements, financing, and billing/collections. <br /> <br />Port of Redwood City (Port Fund) – This fund is used to account for Port activities within the Port Department <br />including, but not limited to, administration, maintenance and operations, and Port improvements. <br /> <br />Fiduciary Fund Financial Statements <br /> <br />Fiduciary fund financial statements include a Statement of Net Position and a Statement of Changes in Fiduciary <br />Net Position. The City’s fiduciary funds represent custodial funds and private purpose trust funds. Fiduciary funds <br />are accounted for using the "economic resources" measurement focus and the accrual basis of accounting. Fiduciary <br />fund types are accounted for according to the nature of the fund. <br /> <br />Custodial funds are used to report fiduciary activities that are not required to be reported in pension (and other <br />employee benefit) trust funds, investment trust funds, or private-purpose trust funds. They are also used to account <br />for various assessment districts for which the City acts as an agent for debt service activity, as the City is prohibited <br />from levying additional taxes for these districts. Such funds include the Employee Benefit Plans Fund, the Pacific <br />Shores Community Facilities District Fund, the Shores Transportation Improvement District Fund, the One Marina <br />Community Facilities District Fund, the Community Benefit Improvement District Fund, the Redwood City 2020 <br />Fund, and the Net-6 Fire JPA Fund which account for resources of all other trust arrangements in which principal <br />and income benefit individuals, private organizations, or other governments (i.e., unclaimed property/escheat <br />property). The City’s private purpose trust fund is a fiduciary fund type used by the City to report assets, liabilities <br />and activities of the Successor Agency to the Redevelopment Agency (Successor Agency) for the City. Its results <br />of operations are presented on the Statement of Changes of Fiduciary Net Position. <br /> <br />Successor Agency of the Redevelopment Agency for the City of Redwood City <br /> <br />The Redevelopment Obligation Retirement Fund was created to serve as a custodian for the assets and to wind <br />down the affairs of the Redevelopment Agency (RDA) on February 1, 2012, pursuant to Assembly Bill x1 26. Its <br />purpose is to expeditiously wind down the affairs of the dissolved RDA. The Successor Agency is a separate public <br />entity from the City, subject to the direction of an oversight board. The City Council serves as the governing board <br />of the Successor Agency. In general, the Successor Agency’s assets can only be used to pay enforceable obligations <br />in existence at the date of dissolution (including the completion of any unfinished projects that were subject to <br />legally enforceable contractual commitments). In future fiscal years, the Successor Agency will only be allocated <br />revenue in the amount that is necessary to pay the estimated annual installment payments on enforceable obligations <br />of the former RDA until all enforceable obligations of the former RDA have been paid in full and all assets have <br />been liquidated. Based upon the nature of the Successor Agency’s custodial role, the Successor Agency has been <br />included in the accompanying basic financial statements as a private purpose trust fund. <br /> <br />C. Deferred Outflows and Inflows of Resources <br /> <br />The Statement of Net Position and Balance Sheet – Governmental Funds reports separate sections for Deferred <br />Outflows of Resources, and Deferred Inflows of Resources, when applicable. <br />7.C. - Page 97 of 269 <br />116
