City of Redwood City <br />Management’s Discussion and Analysis (Unaudited) (Continued) <br />For the Year Ended June 30, 2025 <br /> <br /> <br />13 <br />The funding gap between expenses and program revenues is filled through general tax revenues such as property tax <br />and sales tax. The graph below shows the revenues by source for governmental-type activities, and as the graph <br />demonstrates, taxes make up the majority of the City’s revenue to support governmental activities. <br /> <br />Business-type Activities <br /> <br />Business-type activities increased the City’s net position by $19.5 million. Key drivers of this increase in net position <br />include: <br /> <br /> Total revenues increased $16.6 million year-over-year. <br /> <br /> Overall service charges, which account for the vast majority of business-type activity revenue, were up $8.5 million <br />year-over-year. Charges for water were up $3.8 million, and charges for sewer services were up $3.2 million. This <br />reflects the increased revenues required to provide for these services. <br /> <br /> General revenues accounted for a net increase of $5.6 million, with $3.0 million of this amount being an increase <br />in investment earnings. <br /> <br /> Operating expenses for the City’s enterprise activities were up $12.7 million, with water operations accounting for <br />$3.6 million of that increase and sewer operations accounting for $6.9 million of that increase. <br />7.C. - Page 45 of 269 <br />64
