<br />The Location of the Substitute Site for development of the Eden Project is consistent with the General <br />Plan and Zoning, and the Housing Element and therefore meets the conditions set forth in Section <br />29.8C2 and 29.8 H(3) and the finding set forth in Section 29.7D of the Affordable Housing Ordinance. <br /> <br />General Plan and Zoning Consistency <br /> <br />The Substitute Site has a General Plan land use designation of Mixed-Use Corridor which “allows for <br />the reinvention of key corridors to support major transit and complementary commercial and <br />residential uses, encouraging transit use, bicycle use, and pedestrian activity.” (General Plan, p. BE- <br />48.) It is zoned Mixed Use Corridor – Veterans Boulevard (MUC-VB) which is recognized as <br />providing a primary entrance gateway into Downtown Redwood City from U.S. 101, Woodside <br />Road, and neighboring jurisdictions. Multiple dwelling units as proposed by the Eden Project are <br />permitted uses as a matter of right with a use permit. <br /> <br />As explained and detailed in Eden’s separately submitted Letter of Intent to Apply State Density <br />Bonus for the Eden Project, the Eden Project is eligible for a State Density Bonus that would allow for an <br />additional 33 units on the Substitute Site for a total of 76 units, and is entitled to waivers and <br />concessions Eden is requesting that would allow deviations from otherwise applicable development <br />standards including setbacks, open space, wall fencing, pedestrian entrances and EV parking. State <br />Density Bonus law explicitly dictates that increased density, concessions, incentives, or waivers, in and <br />of themselves, do not render a housing development project inconsistent, out of compliance, or not in <br />conformity with the local jurisdiction's general plan or zoning ordinance. <br /> <br />Housing Element Consistency <br /> <br />According to the City’s Housing Element adopted in 2023, The City has a Regional Housing Needs <br />Allocation (RHNA) of 1,115 extremely low/very low-income and 643 low income, units for the 2023-2031 <br />RHNA planning period. Eden’s proposed development of the Substitute Site with 75 units to be <br />restricted to qualifying extremely low, very low and low-income households will significantly contribute <br />towards this RHNA obligation. Moreover, it will provide much needed senior housing. As stated in the <br />Housing Element (p. H1-14), “The limited income of many elderly persons often makes it difficult for <br />them to find affordable housing. There are 2,596 households headed by elderly residents, representing <br />8.4 percent of total households in Redwood City. A total of 5.5 percent of elderly residents are living in <br />poverty in Redwood City. Seniors with limited incomes may have difficulty finding affordable housing.” <br /> <br />As acknowledged in the Housing Element, the Affordable Housing Ordinance “allows for developers of <br />residential or nonresidential development to propose an alternative means of compliance, such as <br />providing … donation of land (p. H2-14)” which is what this Amended and Restated Affordable Housing <br />Plan proposes.
