ATTY/ORD.0007/CC ORD ADOPT AMENDMENTS TO THE MUNICIPAL CODE <br />REV: 07-08-26 MI <br />Page 2 of 4 <br />it remains internally consistent; and that it remains consistent with the General Plan, City <br />policies, and State law; and <br /> <br />WHEREAS, to implement the Housing Element, development review streamlining, <br />and Code maintenance, updates and text amendments are required for Chapters 2, 5, <br />15, 18, 30, and 32 (collectively, the “Municipal Code Amendments”), which accomplish <br />the following: <br /> <br />• Implement Housing Element Program H4-6: Permit Processing and Program <br />H4-9: Housing Accountability Act to simplify procedures to support <br />development review streamlining, increase staff-level entitlement review, and <br />reduce the number of public hearings. Additional description in development <br />review streamlining bullet below <br /> <br />• Implement development review streamlining to: <br /> <br />o Allow the Zoning Administrator to approve tentative maps, vesting <br />tentative maps, and condominium maps for development projects if the <br />development project does not otherwise trigger Planning Commission <br />review; <br /> <br />o Update the review threshold requirement for taking development <br />projects to the Architectural Advisory Committee and Planning <br />Commission for review; <br /> <br />o Remove utility undergrounding requirement for residential development; <br /> <br />• Implement Municipal Code maintenance to: <br /> <br />o Clarify that the Board of Building Review has the authority to review an <br />appeal of a building permit; <br /> <br />o Update standards for Animals and Fowl to allow more fowls and rabbits <br />on a given property and to update the review authority for permits to <br />keep horses, cows, goats, and sheep on private property. <br /> <br />o Clarify definitions; <br /> <br />o Correct typographical errors and unintended insertions and deletions <br />that occurred during previous code updates; <br /> <br />o Remove outdated and/or obsolete content that no longer reflects current <br />policies or practices; <br /> <br />o Ensure consistency with State law; <br />
