• Misallocation: Rent caps apply universally regardless of tenant income, frequently <br />subsidizing high-income households rather than targeting low-income residents in true <br />need. <br />• Reduced Mobility: Below-market rents disincentivize tenants from moving as their family <br />sizes or financial situations change, choking off availability for prospective renters entering <br />the local market. <br />• Risk of Illegal Subletting: Artificially low rents create incentives for illegal subletting at <br />market rates for personal profit, leading to potential overcrowding and code safety issues. <br /> <br />Conclusion <br />To foster a healthy, accessible housing market, Redwood City needs policies that encourage <br />housing growth, support small property owners, and preserve the quality of our neighborhoods. <br />Rent caps cause capital flight, reduce maintenance, and hurt the very local community they seek <br />to protect. <br />I strongly urge the Council to vote against this proposed ordinance and instead focus on incentive- <br />based policies that boost housing supply and maintain quality living standards. <br /> <br />Thank you for your time, leadership, and consideration. <br /> <br /> <br />Sincerely, <br />Barbara Tyson-Cavalieri <br />Owner <br />650-787-7007 <br />
