From:Kate Comfort <br />To:GRP-City Council <br />Subject:[CAUTION: SUSPECT SENDER] HIP Housing | Agenda Item 9.B for 7/27/26 <br />Date:Monday, July 27, 2026 1:09:01 PM <br />Dear Mayor Martinez Saballos, <br />I was hoping to attend the Council meeting this Monday, 7/27/26, but I send my apologies that I will sadly <br />not be able to join you. <br />However, on behalf of HIP Housing, a long-time local affordable housing advocate, I would like to weigh <br />in again on the Redwood City rent-control ballot measure proposed for November, which appears as <br />Item 9.B. on this evening's agenda. <br />With extremely restricted developable land throughout San Mateo County and no market forces for <br />affordable housing, it is essential that each local municipality use every tool in its toolkit to create a <br />healthy environment for affordable housing development and management. <br />The poorly crafted measure being proposed for November not only disincentivizes preservation housing <br />but will also prevent any person or organization from ever doing preservation work in the City now and in <br />the future. It also creates a hostile environment for all rental housing by creating onerous and likely <br />unenforceable requirements on good landlords while exempting many bad ones <br />Please help to send this measure back to the drawing board to be better researched by voting not to <br />endorse it. <br />It is critical that the Council takes action to protect the positive housing environment and momentum it has <br />worked so hard to create. We desperately need more affordable housing in Redwood City and throughout <br />the County.
