REV: 06-25-26 VR <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />As-needed, supplemental, on-call transportation planning and engineering services. <br />Development Review and Land Use/Transportation Policy Updates <br />Perform CEQA and non-CEQA transportation analyses for development projects <br />including both level of service (“LOS”) and vehicle-miles traveled (“VMT”) <br />evaluations in addition to other requirements of the City’s Transportation Analysis <br />Manual (“TAM”). <br />Peer review transportation studies and analyses provided by others. <br />Review offsite transportation improvements and temporary traffic control plans. <br />Review offsite transportation improvements (e.g. vehicles, bicycles, pedestrians, <br />buses, and train tracks). <br />Review roadway streetlighting and photometric plans, site traffic circulation plans, <br />sight-distance analysis, and traffic controls. <br />Assist with updates to City’s adopted policy for VMT threshold and TAM. <br />Traffic Operations <br />Simulate and model isolated signals and corridors. <br />Evaluation of existing traffic signal timings. <br />Develop improvement plans for intersection modifications (e.g. modified lane <br />configurations, signal timing changes, new traffic controls, and signal <br />modifications). <br />Evaluate and respond to a variety of community requests (e.g. stop signs, traffic <br />signals, and streetlights), collect multimodal data and update engineering and <br />traffic surveys. <br />Perform traffic signal level of service and queuing analysis with the development <br />of coordinated traffic signal timings. <br />FEE <br />Consultant shall be compensated for services provided on a time and materials basis at <br />the rates identified below, all in accordance with Section 6 (Compensation). <br />ATTY/AGR.2026.164/Hexagon (On-call Agreement for Services) (Page 12 of 14)
