<br />Moffatt & Nichol <br />Redwood Shores / San Carlos Airport Levee, San Mateo County <br />PROPOSAL FOR LEVEE CERTIFICATION SERVICES <br /> <br />8585.000.001 <br />June 26, 2009 <br />Page 5 <br /> <br />exploration program. Additional costs incurred as a result of encountering suspected hazardous <br />materials will be charged on a time-and-expense basis over and above the estimated fee for the <br />exploration proposed herein. <br /> <br />Soil cuttings and drilling fluid will be placed in 55-gallon drums and will be left on site at a location <br />designated by the City of Redwood City (City). For the borings proposed herein, we anticipate up <br />to 16 drums of spoils and drilling fluid will be generated. We will prepare one composite sample <br />from the drums from each boring (up to 6 composite samples total) and submit the samples to an <br />analytical lab for testing for select potential contaminants such as TPH and BTEX. We have <br />assumed that the City has an available environmental report(s) that shows there are no other <br />potential contaminants related to the levee fill or past site use; if this documentation is not available, <br />we may need to adjust our analytical testing methodology to accommodate for other potential <br />contaminants. We will utilize the services of a drum transport and disposal service to remove the <br />drums from the site. Our fee assumes that the soil cuttings and drilling fluids will be suitable for <br />transport and disposal to a Class 2 waste management facility. <br /> <br />PHASE 2 - SUDDort For Levee Certification Package <br /> <br />We will compile appropriate stability analyses related to as-built conditions and assist in <br />preparing a package of geotechnical data to be included in the City of Redwood City's levee <br />certification package. <br /> <br />FEE ESTIMATE <br /> <br />We propose to conduct the above-described geotechnical services on a time-and-expense basis <br />per our current Preferred Client Fee Schedule. Any requested contract changes would need to be <br />approved in writing before we proceed. <br /> <br />PHASE <br />PHASE 1 - Optional <br />PHASE 2 <br /> <br />FEE ESTIMATE <br />$48,500 <br />$5,000 <br /> <br />If you are in agreement with the scope of services and fees outlined above, please forward a copy of <br />your standard agreement for our review. Upon our agreement regarding the terms, we will return a <br />fully executed copy for your records. Work will not commence without prior receipt of an executed <br />agreement. <br /> <br />We understand that the City of Redwood City intends to use an on-ca11 contract to perfonn <br />construction quality control for the planned levee improvements. Our experience, and that of our <br />profession, clearly indicates that the risk of costly design, construction, and maintenance <br />problems can be significantly lowered by retaining the design geotechnical engineering firm to <br />provide geotechnical testing and observation services during construction. Further, through our <br />interactions with FEMA we are familiar with the importance they place on construction <br />documentation in the certification process.
