FEMA, "Fact Sheet, Requirements of 44 CFR Section 65.10: Mapping of Areas <br />Protected by Levee Systems;" May 2007. <br /> <br />Dear Mr. Trivedi: <br /> <br />As we discussed, we prepared this letter to summarize our opinion regarding eventual certification of <br />the levees surrounding the Redwood Shores development in Redwood City, California. The <br />requirements of levee certification are outlined in Title 44 of the Code of Federal Regulations Section <br />65.10 (44 CFR 65.10). Reference 2 provides a common-language summary of the salient points of <br />44 CFR 65.10, relevant to the engineering infonnation required for levee certification. As you know, <br />the certification of a levee must be completed by a registered Engineer who is certifying that the <br />seven criteria under subsection (b) of 44 CFR 65.10 are met by the subject levees. These seven <br />criteria are: <br /> <br />1. Freeboard <br />2. Closures <br />3. Embankment protection <br />4. Embankment and foundation stability <br />5. Settlement <br />6. Interior drainage <br />7. Other criteria (defined by FEMA for unusual situations and high wlnerability) <br /> <br />Criteria 4 and 5 are geotechnical issues that are discussed in our "Preliminary Geotechnical <br />Evaluation," for the Redwood Shores Levees (Reference 1). This report was prepared based on <br />the extensive previous explorations performed along the levees. These studies, listed in the <br />"Selected References" section to the report, were all perfonned by other consulting finns <br />between 1969 and 1997.
