Jain <br /> <br />RE: <br /> <br />UPLAND ROAD SANITARY SEWERS <br /> <br />To our knowledge, no decision w~s ever reached as to the amount <br />of expenses incurred by the City for the Upland Road sewers which was to <br />be paid by the property owners. <br /> <br />Prior to start of construction on this sewer, there was ~-lP337.58 <br />accumulated against the project, which was incurred in field surveys, <br />property investigations, preliminary plans, and right-of-way negotiations, <br /> <br />The project is now under construction by private contract, and <br />there will be considerable expense for City inspection of the work, as <br />due to the lateness of the season, all other projects in this area have <br />been completed; and the inspectors formerly proposed to be used oh the <br />project in conjunction with other work are not available. <br /> <br />rrhe ~ity Attorney advises that, in addition to all other costs, <br />the City has incurred an expense of $423.00 for acquiring the easement <br />through the DeScalzo property, detailed as follows: <br /> <br />Easement <br />r},litle fees <br />Appraisal <br /> <br />$300.00 <br />23.00 <br />IOO.OO <br />$423.00 <br /> <br />It appears that inspection will amount to $100 to $125. <br /> <br />Inasmuch as it appears that the total expense incurred by the <br />City may amount to at least $885000, a decision should be made as to what <br />portion, if any, the City will bear, and the four property owners involve( <br />should be officially notified as to the amounts which they will owe the <br />City, in addition to City inspection costs. No bond was required of the <br />property owners to cover any of these expenditures. <br /> <br />In addition to the City costs on this project, the property <br />owners paid Mr. Wilhelm for preparing the final plans, and staking, the <br />final plans being almost entirely different than the original preliminary <br />plans, due to changes in location, easements, etc. <br /> <br />GMJ/k <br /> <br />~' ~ );; /'. <br />"''A .'.il <br />..' #.:,/1" "y/ \".
