6.18 Page 1 REPORT To the Honorable Mayor and City Council From the Ci Mana er January 11, 2010 SUBJECT Request to increase the value of construction contracts for the Redwood Shores Levee Improvement Project and the San Carlos Airport Levee Improvement Project RECOMMENDATION Authorize, by motion, the City Manager to increase the contract amounts originally awarded to CEM Builders, Inc. DBA Tucker Engineering and Granite Rock Company DBA Pavex Construction Division as necessary to complete the construction of required improvements to the Redwood Shores and San Carlos Airport levees, in an amount not to exceed the current fund balance of $574,000.00. BACKGROUND The City Council awarded the construction contracts for the Redwood Shores Levee Improvement Project on November 9, 2009 ($661,866.35) and for the San Carlos Airport Levee Improvement Project on December 14, 2009 ($401,649.00) to the lowest responsible bidders. At time of award, the City Manager was authorized to increase the contract amounts up 10% which was the maximum amount staff believed would be necessary to complete these levee improvement projects. Since that time, receipt of the required environmental permitting has been delayed. This work is extremely time sensitive and work may not begin prior to permitting. As a result, the construction schedule has been compressed and both Tucker Engineering and Pavex Construction will need to schedule labor at increased rates to complete the work by the desired date. The levee projects are very time sensitive. Improvements must be made to the levees so that they may be certified by spring of 2010 to prevent FEMA from reclassifying the Redwood Shores area as a flood zone. Additionally, work on the levees is not allowed after January 31, 2010, in order to protect the breeding habitat of the Clapper Rail. Construction will necessarily occur within six weeks during a wet weather period. As actual work cannot take place during rainfall, work will have to be very aggressively scheduled during dry weather. Premium pay for labor (overtime and weekend hours) will be required and will significantly increase the anticipated cost of construction. ALTERNATIVES Council may choose not to increase the value of the construction contracts awarded for the levee projects which may delay the completion of the improvements past the time necessary for certification of levees. FISCAL IMPACT Funds have been appropriated for this project as GID 1-64 Facility Charge Construction Fund - Exterior Levee Certification.
