<br />6.18 <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />January 11, 2010 <br /> <br />SUBJECT <br />Request to increase the value of construction contracts for the Redwood Shores Levee <br />Improvement Project and the San Carlos Airport Levee Improvement Project <br /> <br />RECOMMENDATION <br />Authorize, by motion, the City Manager to increase the contract amounts originally <br />awarded to CEM Builders, Inc. DBA Tucker Engineering and Granite Rock Company <br />DBA Pavex Construction Division as necessary to complete the construction of required <br />improvements to the Redwood Shores and San Carlos Airport levees, in an amount not <br />to exceed the current fund balance of $574,000.00. <br /> <br />BACKGROUND <br />The City Council awarded the construction contracts for the Redwood Shores Levee <br />Improvement Project on November 9, 2009 ($661,866.35) and for the San Carlos <br />Airport Levee Improvement Project on December 14, 2009 ($401,649.00) to the lowest <br />responsible bidders. At time of award, the City Manager was authorized to increase the <br />contract amounts up 10% which was the maximum amount staff believed would be <br />necessary to complete these levee improvement projects. Since that time, receipt of <br />the required environmental permitting has been delayed. This work is extremely time <br />sensitive and work may not begin prior to permitting. As a result, the construction <br />schedule has been compressed and both Tucker Engineering and Pavex Construction <br />will need to schedule labor at increased rates to complete the work by the desired date. <br /> <br />The levee projects are very time sensitive. Improvements must be made to the levees <br />so that they may be certified by spring of 2010 to prevent FEMA from reclassifying the <br />Redwood Shores area as a flood zone. Additionally, work on the levees is not allowed <br />after January 31, 2010, in order to protect the breeding habitat of the Clapper Rail. <br />Construction will necessarily occur within six weeks during a wet weather period. As <br />actual work cannot take place during rainfall, work will have to be very aggressively <br />scheduled during dry weather. Premium pay for labor (overtime and weekend hours) <br />will be required and will significantly increase the anticipated cost of construction. <br /> <br />ALTERNATIVES <br />Council may choose not to increase the value of the construction contracts awarded for <br />the levee projects which may delay the completion of the improvements past the time <br />necessary for certification of levees. <br /> <br />FISCAL IMPACT <br />Funds have been appropriated for this project as GID 1-64 Facility Charge Construction <br />Fund - Exterior Levee Certification. <br />
