<br />REPORT <br /> <br />6.2A <br />age 1 <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />January 11, 2009 <br /> <br />SUBJECT <br />California Statewide Communities Development Authority Joint Powers Agreement <br /> <br />RECOMMENDATION <br />Adopt a resolution authorizing execution of the California Statewide Communities <br />Development Authority (California Communities@) Joint Powers Agreement. <br /> <br />BACKGROUND <br /> <br />The California Statewide Communities Development Authority (CSCDA or California <br />Communities@) is a joint powers authority sponsored by the California State Association <br />of Counties and the League of California Cities. That was formed in 1988. <br /> <br />California Communities@ mission is to provide local governments and private entities <br />access to low-cost, tax-exempt financing for projects that provide a tangible public <br />benefit, contribute to social and economic growth and improve the overall quality of life <br />in local communities throughout California. Through the variety of innovative public <br />agency and private activity bond programs offered, California Communities@ has a track <br />record of ensuring that the diverse interests and broad needs of their more than 500 <br />local government members, and their communities, are met. <br /> <br />California Communities@ is sponsoring the development of CaliforniaFIRST. <br />CaliforniaFIRST is a property assessed clean energy financing program. The County of <br />San Mateo County and other San Mateo County cities have expressed interest in <br />participating in the CaliforinaFIRST program. In order to participate in the <br />CaliforniaFIRST program, the City must first adopt and execute a resolution approving, <br />authorizing, and directing execution of California Communities Joint Powers Agreement. <br />Examples of local jurisdictions that are currently members of California Communities <br />include the County of San Mateo, Burlingame, Daly City, and Pacifica. <br /> <br />Under a separate staff report, Council will be asked to authorize the City of Redwood <br />City to participate in the CaliforniaFIRST program. <br /> <br />ALTERNATIVES <br />The Council could chose not to authorize the execution of the California Statewide <br />Communities Development Authority (California Communities@) Joint Powers <br />Agreement. <br />
