Approve by motion and authorize the City Manager to execute the <br />Memorandums of Understanding with Samaritan House for County of San Mateo <br />and State of California Housing and Community Development Federal Stimulus <br />Funds for Homelessness Prevention and Rapid Re-Housing Services. <br />2. Amend by resolution the Budget for Fiscal Year 2009-2010 to appropriate <br />$30,000 anticipated grant revenue from Samaritan House of State of California <br />Housing and Community Development Federal Stimulus Funds to implement the <br />program. <br /> <br />BACKGROUND <br />In the spring of 2009, the U.S. Department of Housing and Urban Development (HUD) <br />released guidelines for using the Homelessness Prevention Fund created by the <br />American Recovery and Reinvestment Act (ARRA) of 2009. The new fund, called the <br />Homelessness Prevention and Rapid Re-Housing Program (HPRP), provides financial <br />assistance and services to families and individuals earning less than 500/0 of Area <br />Median Income (AMI) who are homeless or at risk of homelessness. The City's Human <br />Services Manager participated in a series of county-wide discussions to determine how <br />to respond to the requirements for this new ARRA funding and best access these <br />resources for local residents. <br /> <br />As a result, Fair Oaks Community Center partnered with Samaritan House as the lead <br />agency and successfully applied for and received funding from two HPRP/ARRA <br />sources - the County of San Mateo Department of Housing (County) and the State of <br />California (CA) Housing and Community Development (HCD) Department. Each grant <br />covers the period from November 1, 2009 - September 30th 2011. The amount <br />designated in the MOU available to Redwood City for direct financial assistance is <br />$51,700 from the County and $156,500 from CA HCD. This funding stays with <br />Samaritan House which is responsible for issuing payments upon our written approval. <br /> <br />Samaritan House, on behalf of Redwood City, also received $60,000 in CA Housing <br />Relocation and Stabilization Services funding. These funds can be used to support staff <br />and supplies needed to manage the financial assistance program. Samaritan House <br />will provide these funds to the City on a reimbursement basis. As a result, Council is <br />being asked to approve a resolution appropriating up to $30,000 in revenue to offset <br />additional expenses in the current fiscal year. The additional $30,000 in funding will be <br />included in the expected revenues and expenses of the 2010-2011 budget. <br />
