<br />6.2C <br />Page 11 <br /> <br />individuals and families to understand leases; securing utilities; making moving <br />arrangements; representative payee services concerning rent and utilities; and <br />mediation and outreach to property owners related to locating or retaining housing. <br /> <br />4. Legal Services <br /> <br />Funds may be used for legal services to help people stay in their homes, such as services <br />or activities provided by a lawyer or other person (s) under the supervision of a lawyer to <br />assist program participants with legal advice and representation in administrative or <br />court proceedings related to tenant/landlord matters or housing issues. Legal services <br />related to mortgages are not eligible. <br /> <br />5. Credit Repair <br /> <br />HPRP funds may be used for services that are targeted to assist program participants with <br />critical skills related to household budgeting, money management, accessing a free <br />personal credit report, and resolving personal credit issues. <br /> <br />Eligible Populations: <br /> <br />1. General Requirements <br /> <br />HPRP funds are targeted to two populations: <br />(1) households that are homeless and (2) households at-risk of homelessness. <br /> <br />All households assisted must meet the following criteria: <br /> <br />. Have last known residence be in Redwood City, San Mateo, or South San Francisco. <br /> <br />. Have at least an initial consultation with an authorized case manager of the lead <br />agency or partner who can determine the appropriate type of assistance to meet <br />their needs; <br /> <br />. Be at or below 50% of the Area Median Income; <br /> <br />. If rental assistance is provided for a unit the eligible household is not currently living <br />inJ a pre-move-in health and safety inspection is required. Agencies have the option <br />of contracting with a third party (Le. the San Mateo County Housing Authority) to <br />perform the required inspections. These third party inspectors must be approved by <br />the County. <br /> <br />. Be homeless or at-risk of losing housing and meet both of the following <br />circumstances: <br />1. No appropriate subsequent housing options have been identified; AND <br />2. The household lacks the financial resources and support networks needed to <br />obtain immediate housing or remain in its existing housing. <br /> <br />2.
