<br />REPORT <br /> <br />6.20 <br />Page 1 <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />Janaury 11, 2010 <br /> <br />SUBJECT <br />Requirements for participation and funding for the 2010 Golden Guardian Exercise <br /> <br />RECOMMENDATION <br />1. Approve, by resolution, funding in the amount of $37,000 to cover the cost of <br />participation in the 2010 Golden Guardian Exercise to be held at the Port of <br />Redwood City. <br />2. Approve, by motion, a Memorandum of Understanding with the City of San <br />Francisco for full reimbursement of expenses related to the Golden Guardian <br />Exercise. <br /> <br />BACKGROUND <br />The Golden Guardian Exercise is an annual state wide disaster drill, in which the <br />scenario is changed each year to test a different aspect of emergency management. <br />The City of Redwood City has participated in this drill in years past for earthquake <br />scenarios. <br /> <br />The next drill will involve a terrorism scenario at the Port of Redwood City. The City is in <br />a unique situation because it has a Port that can accommodate a large scale exercise. <br />The Ports of Oakland and San Francisco are unable to host this event due to the impact <br />it would have on their operations. As a part of the Fire Department's participation in this <br />exercise, staff will open the City's Emergency Operations Center (EOC) and will provide <br />emergency responders in the field. This will be the first opportunity to participate in a <br />large scale exercise since completion of the "Introduction to Emergency Management" <br />class held in Redwood City in May of 2009. Reimbursement for overtime as well as <br />consultant fees and equipment is offered, and the reimbursement rate is 100% per the <br />Memorandum of Understanding (MOU). <br /> <br />The City of Redwood City is required to enter into an agreement with the City of San <br />Francisco because they distribute the federal money from the Federal Emergency <br />Management Agency, (FEMA) for these types of exercises. This grant is being provided <br />by FEMA through the Urban Area Security Initiative (UASI). <br /> <br />The City of Redwood City's expense for planning and participating in this event is <br />$37,000. This includes overtime and backfill expenses, as well as consultant support to <br />develop the scenario. The City of Redwood City will benefit greatly from participating in <br />a large-scale exercise such as this, as it provides for a beneficial training method that is <br />difficult to experience outside of a real-time disaster situation. <br /> <br />AL TERNA TIVES <br />The Council may choose not to approve this motion, in which case the City will not <br />participate in the drill and will forfeit the grant funding. <br />
