discussion regarding safety and multi-modal transportation and how the goal should be to <br /> make it safe for those from 8 to 80 years of age. <br /> The Council and the Commissioners discussed their desire to have education be <br /> highlighted throughout the document. Water as a precious resource and especially potable <br /> water was discussed as something that needed to be strongly reiterated in the Plan. One <br /> Council Member found this to be a user friendly document with the much desired sense of <br /> "wow" factor. One Council Member suggested taking advantage of the possibility for cross <br /> referencing. Staff concurred and committed to expanding that aspect of the Plan. Council <br /> and the Commissioners felt that the vignettes were mucfi improved and overall they were <br /> pleased. <br /> The finro bodies discussed: focusing on sustainability, undergrounding utilities, <br /> neighborhoods and possible water communities, the downtown and the Bay Area Water <br /> Quality Management Association. The Mayor commented on the issue of the possible jail <br /> downtown and how she would like to form a taskforce of the Council, Planning Commission <br /> and community members to work on the issue and aggressively oppose this and look at <br /> alternatives. She suggested that the taskforce work with and monopolize impacted <br /> stakeholders, including but not limited to the Downtown Business Group, the Chamber of <br /> Commerce and developers. There was Council consensus to create such a taskforce. <br /> Staff explained that the economic development piece will come back to Council sometime <br /> in December when more numbers and indicators are out Inclusionary zoning was also <br /> discussed and there was general consensus for the way this was worded in the Plan. <br /> Council then discussed the issue of public art and how it is mentioned in the General Plan. <br /> One Council Member finds it premature to include it in the General Plan. <br /> Mayor Foust thanked staff and the consultant team for their hard work and how this is an <br /> exciting moment. She acknowledged delays that have impacted the delivery date. She <br /> reiterated that staff worked hard to deliver on time and on budget but there were other <br /> factors such as the Costco project, the Canada College housing, the Cargill site being <br /> bifurcated out of the General Plan, and other issues like measures V and W. Mayor Foust <br /> appreciated the hard work that has gone on and recognized the late Gary Bonte. <br /> Jill Ekas, Planning, Housing and Economic Development Director, went through specific <br /> comments where she needed direction. She also made mention of the Redwood <br /> Creek/Harbor Master Plan and the Seniors section of the Plan. Ms. Ekas methodically <br /> went through items that needed Council clarification. One such item was the issue of the <br /> 1% public art ordinance (BC-73/BC-45). Staff sought Council direction on this issue. Two <br /> Council Members were vocal that they had taken a stand on this already and were not in <br /> favor. Mayor Foust asked for a show of hands on those who want to exclude the 1% public <br /> art ordinance from the General Plan. There were five Council Members in favor of <br /> excluding it and two (Howard and Pierce) wanting to leave it in the General Plan. The <br /> two Council Members opposing its omission from the General Plan explained that while <br /> right now it might not be the time this is a multi-decade General Plan and so it might be <br /> feasible in the far future. There was one suggestion to include wording such as: "consider <br /> a public art program..." but ultimately there was no consensus.
