<br />7A - ATTACHMENT NO.3 <br />Saltworks Proposal- Water Group Summary Report (22 January 2010) Page 45 <br /> <br />conservation or recycled water projects. The OMS Supply Report outlines plans to obtain <br />up to 500 AFY of potable supply from this source. <br /> <br />A "regional offset" program is also proposed in the OMS Supply Report. This supply <br />alternative involves OMS participating in water conservation, groundwater development <br />and/or recycled water projects that have been identified by the SFPUC in the WSIP and <br />in the 2006 technical memorandum of the SFPUC Investigation of Regional Water <br />Supply Option NO.4 (RWS04) in the service areas of other SFPUC wholesale customers <br />or in San Francisco. The SFPUC identified numerous projects and alternate levels of <br />implementation in the WSIP, including the "aggressive level" with projects that are not <br />included in the WSIP implementation scheme. Implementing projects in this aggressive <br />category would offset demand beyond the WSIP implementation plan. <br /> <br />These regional projects range from installing groundwater wells, to initiating or <br />expanding recycled water systems, to providing rebates for low-flush toilet installation. <br />The 2009 Water Supply Agreement between SFPUC and its wholesale customers <br />includes provisions for transfer of water supply among Agreement signatories. OMS, on <br />behalf of Redwood City, could participate in demand reduction projects for any SFPUC <br />wholesale customer willing to assign a portion of their contractual supply to Redwood <br />City. The OMS Supply Report identifies up to 5,000 AFY of potential supply in this <br />category, with plans to use up to 500 AFY of this for the project. <br /> <br />The City's Recycled Water Task Force and the SFPUC have both described expanding <br />the City's recycled water system to serve 2,000-5,000 AFY of recycled water to adjacent <br />communities (Task Force Reports, 2004, 2005, and 2008; SFPUC RWS04). Additional <br />recycled water supplies that could be available in 2030 from sources other than SSSA in <br />the service area of other SFPUC wholesale customers and in San Francisco are <br />identified in the technical memorandum RWS04. Carrying out projects from the sources <br />other than SSSA could provide up to 9,000 AFY potable offset from recycled water <br />projects, bringing the total potable offset from recycled water identified in RWS04 to <br />14,000 AFY. <br /> <br />The RWS04 memorandum also identifies up to 5,090 AFY offset through groundwater <br />projects and 14,600 AFY through implementation of conservation projects throughout <br />the SFPUC service area. <br /> <br />Using a project implementing recycled water for a SFPUC customer adjacent to the City <br />as an example, here is how a regional offset project would work: <br /> <br />. Redwood City identifies site(s) for recycled water use in neighboring city <br />. Redwood City develops partnership with neighboring city and negotiates <br />agreement to supply recycled water instead of potable water for current use(s) <br />. Redwood City and adjacent city each realize some of the potable demand <br />reduction received <br />. SFPUC agreement is executed to transfer the increment of potable supply <br />allocation to Redwood City from the neighboring city <br /> <br />3.7.2 Conclusions Regarding Offsets as Supply <br />Implementing offset projects either within the City or outside the City in other parts of <br />SFPUC service area has the potential to realize significant, reliable long-term potable <br /> <br />38 <br />
